Captain Robert Bokinsky

Captain Bokinsky graduated from Wheaton High School in Wheaton, Maryland and continued his education receiving his Associate of Arts degree in Criminal Justice from Montgomery College in Rockville in 1979. He joined the Ocean City Police Department in May of that year and continued his education at Salisbury University where he majored in Accounting. During his career Bokinsky has served in the department’s Patrol, Criminal Investigation, Administrative and Services Divisions.

He spent several summers in the department’s Boardwalk Division and as a supervisor of the Noise Enforcement Unit. “Bo” was selected as the OCPD Officer of the Year in 1986 and shortly thereafter was promoted to Sergeant. In 1991 he was promoted to Lieutenant and assigned to the Criminal Investigation Division where he served until 1998. After assignments as a Midnight Watch Commander and Assistant Commander of the Patrol Division, Bokinsky was promoted to Captain in October of 2000 and named the agency’s Night Commander. During the fall of 2001 he was reassigned as the Commander of the Administrative Division. Capt. Bokinsky was transferred to the Criminal Investigation Division in September 2005 where he currently serves as the Division Commander.

Capt. Bokinsky is an M.P.C.T.C. certified instructor in firearms, Constitutional Law, Search & Seizure, State Criminal Code, Interrogation & Interview and Report Writing. He is a graduate of the Federal Bureau of Investigation’s National Academy (199th Session), a member of the Harvard Associates in Police Science and the I.A.C.P.

Captain Victor Bunting was born in 1948. He is a lifelong resident of the Ocean City Community, attending elementary school at what is now the Ocean City Town Hall. He graduated high school from Stephen Decatur in 1966 and entered the United States Coast Guard in 1967.He served our nation for 4 years which included service tours in Vietnam. Captain Bunting is married and has 2 children. He started his career with the Ocean City Maryland Police Department in 1974. He is one of the longest serving members of the OCPD. He has witnessed the evolution of the Ocean City from a small fishing village to one of America’s premier family resort communities.Captain Bunting has been an instrumental part of the development of the OCPD. He has supervised or commanded in every division and unit within the OCPD, including the Patrol Division, Criminal Investigation Division, and Special Operations Division, Administrative Division as well as his current assignment as Commander of the Services Division. Captain Bunting’s vast police experience has been instrumental in establishing various specialized enforcement units and programs including: “Mounted Patrol”, “Noise Enforcement” and the “Transit Unit”.

He provided key leadership and guidance during the department’s initial transition from paper reporting to computerized records management and computer automated dispatching. He successfully established a comprehensive police employee evaluation system. He spearheaded the computerized parking ticket program and provided the OCPD with it’s first ever “COM stat Model”. He has continued to work and improve and the working capability of the OCPD by being an integral part of the expansion plan for the Ocean City Public Safety Building.Captain Bunting has attended the: Emergency Management Institute, Institute of Police Technology Management’s “Police Executive Development” and COM stat Development Courses, he also attended the University of Kentucky “Southern Police Institute.

During Captain Bunting’s distinguished 35 year career with the OCPD he has received numerous commendations and awards including being named “Police Officer of the Year” in 1985. He has memberships in the International Association of Chiefs of Police and Maryland Chiefs of Police Association.

Chief Bernadette DiPino - Cautioned Outlook by The WicBury Crapper

Chief Bernadette A. DiPino has been a police officer since 1985. She is also a fourth generation police officer.

Her law enforcement career began in Baltimore County Police Department. In 1988 she moved to Ocean City with her family and joined the Ocean City Police Department.
She worked her way meritoriously through the Ocean City Police Department’s rank structure being promoted to PFC in 1993, to Sgt. in 1995, to Lt. in 1998 and to Major in 2003 and Chief of Police in 2003.

She earned a Bachelor of Art’s Degree from Salisbury State University in 1995 graduating with a 3.85 grade point average. As a lieutenant, she graduated from the elite FBI National Academy’s 204th session in March 2001. Only ½ of 1% of law enforcement officials are fortunate enough to attend the FBI National Academy. During the ten weeks spent at the Academy, she earned a 4.0 grade point average and ran the entire 10 Mile “Yellow Brick Road” U.S. Marine Corps obstacle course.

She has worked in every division and on every shift in the Police Department. She served as a member of the Department’s Quick Response Team (S.W.A.T.) since 1992 and was the Commander of the team for four years. Chief DiPino is a certified instructor in the state of Maryland and teaches many topics including firearms, defensive tactics and community policing. She has been awarded sixteen commendations and has been named Officer of the Year three times.

In 2006, Chief DiPino received a Citizen of the Year award from the Knights of Columbus, was honored as a Hometown Hero by the Delmarva Shorebirds and received a Public Service Award from the Ancient Hibernians. She is Secretary for the Maryland Municipal League Police Executive Assn. She served on the Governor’s Task Force for Missing and Vulnerable Adults. Chief DiPino serves as the current President of the Maryland Chief’s of Police Association and is a member of the International Chiefs of Police Association.

In 2007, Chief DiPino was appointed by Governor O’Malley as the Regional Representative to the Maryland Police and Correctional Training Commissions. The Chief lives in North Ocean City and loves spending time at the beach with her family and playing tennis. Her daughter, Tabitha is currently a fifth generation law enforcement officer with the Baltimore County Police Department.

Sheriff Lewis retired as a Sergeant with the Maryland State Police, Pro-Active Criminal Enforcement Team (PACE) after twenty-two years of loyal and dedicated service. In addition to his duties as the agency’s leading Criminal Interdiction Expert, Sheriff Lewis remains a CERTIFIED INSTRUCTOR through the Maryland Police Training Commission, and a certified MASTER INSTRUCTOR through the National Highway Traffic Safety Administration. Sheriff Lewis was directly responsible for the training and educating of all Maryland State Police personnel in the Criminal Interdiction Venue.

He pioneered the Drug Interdiction Program along Maryland ’s notorious U.S. Rt. 13 corridor, coordinating many multi-jurisdictional investigations following the seizures of large amounts of illegal contraband. During his twenty-two years as a Maryland State Trooper, he made many nationally recognized seizures of CRACK COCAINE along Maryland ’s East Coast.

Sheriff Lewis has trained tens of thousands of law enforcement officers extensively throughout the United States and Canada as well as other parts of the world to include; Australia , London , Germany , Russia & the West Indies . Sheriff Lewis has been judicially recognized by the federal & state courts of this country as an EXPERT in the areas of Highway Interdiction, Hidden Compartments & Drug Valuation.

Retired from the Maryland State Police effective July 1st, 2006, he was elected SHERIFF of Wicomico County, Maryland on November 7th 2006.
