Questions for a Cop?

Dear Crapper,

Does anyone have questions for "Le Crapper"? If you have a question for a cop, no matter how stupid, please feel free to ask. Or, if you would like the "Crapper's" opinion on a situation or personal problem, we are here to help with our brand of a load of crap! Fire away!

Regarding SalisburyPD - in addition to the very public cease-and-desist order to the chief, I have heard of other instances where the new mayor has ordered officers to stop an investigation. (not naming names, because officers were threatened with unemployment)

Does the mayor actually have that power?

Good question. Well, the answer is yes and no.

The mayor does not have police powers therefore, can not cease an investigation or interfear in an investigation by the police. However, he can fire employees of departments, including the police... except the police officers are protected by LEOBOR, which the mayor probably doesn't understand. So, no he can not just fire police department employees.

Moreover, police officers in Maryland are empowered by the city, under the state constitution, to enforce laws of the city, state and in some cases, federal law (to a small degree, such as applying schedules of narcotics for arrest reasons).

Therefore, local police, even city police officers under the employ of the mayor can arrest the mayor for violations of criminal law.

So is it wise to ignore the mayors "requests" to cease investigations politically, probably not. Is the major untouchable by police, no. Do police have to "listen" to the major in performance of their duties as police officers, no.
