(1) IF A LAW ENFORCEMENT OFFICER IS CHARGED WITH A FELONY, THE
CHIEF MAY IMPOSE AN EMERGENCY SUSPENSION OF POLICE POWERS
WITHOUT PAY.
(2) A LAW ENFORCEMENT OFFICER WHO IS SUSPENDED UNDER
PARAGRAPH (1) OF THIS SUBSECTION IS ENTITLED TO A PROMPT HEARING.

Hmmmm, I thought personnel transfers could not be because of disiplinary issues without due process?
Wait a sec. How do they justify a transfer that is not disiplinary in nature? Seems like it would violate LEOBOR???
Tell that to the suckers at courts. Sorry fellas.
Or how about the new Cpl. of SPD in charge of CID? How come he never went back to the road like every other person promoted???

It does violate LEOBOR however what is usually told to people is that transfers are for "staffing issues" or for "agency resources" or something to that effect. Most departments totally side step LEOBOR with this action even though they would be still liable in civil court if they couldn't justify the transfer and it really was an administrative punishment.
So, they can only suspend you without pay if you commit a felony??
