Dear Sergeant Gamble:
I am in receipt of the full investigative reports filed in the above-captioned case. Further, we have discussed this matter as well as the results of your investigation of the events of April 20, 2009. I fully concur with the opinion of the Maryland State Police Homicide Unit that the discharge of firearms by Salisbury Police Officers at Charles Williams was fully justified and therefore that the use of deadly force against and the death of Charles Williams was well within the parameters of justifiable and excusable homicide under the law of the State of Maryland.
As a result of these joint findings, I am authorizing the closure of the investigation into the homicide of Charles Williams. No further action will be taken by this Office with respect to the investigation.
While the taking of a human life in the performance of Law Enforcement duties is always a sad and difficult event, there is absolutely no evidence to suggest that the Officers acted outside of the scope of their duties, and in fact their actions were fully warranted, in using deadly force against Charles Williams.

YIPPPEEEEEEEEEEEEEE Thank goodness the good guys won this one. I'm so sick and tired of every move a cop makes being scrutinized under a microscope. The bastard was attempting to rob a home, the cops came, the bastard had a weapon and charged the cops. Cops did what anyone with a gun would have done, they killed the bastard.
All this shit about him being mentally retarded is absolutely ridiculous. How the hell is anyone supposed to know that or even make that determination while being attacked?
Congratulations SPD officers. Keep up the good work.
Why has the chief of police not put this out to the media? When those officers were being accused of shooting down a mentally challenged person, WRONGFULLY, it was all over the daily slime newspaper. Yet this is the only place that has offered this information.
Will someone, anyone, (LEO preferred) answer these questions?
When confronted by this knife weilding burglar, were the officers expected to stop protecting themselves, the home and homeowner and ask Charles Williams if he was mentally challenged? I mean come on now, be serious. How the hell is anyone to know or be expected to know if a suspect is mentally challenged? It was 0dark30, the guy was charging at them with a deadly weapon. I can see it now "STOP! ARE YOU MENTALLY CHALLENGED? IF SO, WE CAN'T SHOOT YOU. IF NOT, BANG BANG BANG, YOU ARE DEAD MOFO."
Yeah that's how it should play out...sheeeeeet not even on TV.
