Criminals, Courts, and Other Poop


First, people have to understand that just because a defendant was not convicted in a case, does not mean that the police did not have probable cause to make the arrest. In fact in both the Osterwalder case and the Savage case the commissioners office checked off probable cause for the arrest. But these are two very, very different cases. First, Ceasar Savage is no angel. He has been arrested before for burglary and assault charges, robbery, burglary, resisting arrests, etc dating back to 1992. This time he was arrested for drug possession not marijuana (which means cocaine), assault on police, robbery, etc. He was also charged with assault on a law enforcement officers - 2nd degree which means the police sustained injuries in the struggle. He also has been arrested before for assault on police and resisting arrest.
"Tanya Ehrisman, David Underwood, Kenneth Wilson, Brian Whitman, Christopher DeVoe, Milton Rodriquez, Chad Crockett, Lisa Purnell, and James Russell" are named in the law suit.

First, Tanya Ehrisman is probably one of the nicest people we know. There is no way she beat a person unconscious, all 100 pounds of her. Kenneth Wilson, also again, another great cop not prone to being upset or over reactive. Makes great arrests. Christopher DeVoe, again good cop. We never observed any negative actions from him in the field. Milton Rodriquez, you have got to be kidding. A great cop and criminals love him! His easy going personality gets criminals off their guard and gains their cooperation. David Underwood, aggressive and dedicated to putting criminals in jail. Chad Crockett, also another good cop. Young, but full of energy and entirely ethical. Lisa Purnell, a veteran of the police force. Never prone to over reacting, and in general a very nice person. We never observed her using excessive force, ever. James Russell..... now that's a horse of a different color. Russell was definitely an interesting fellow. In the beginning he was hailed as an "aggressive" police officer (making arrests) but his fellow employees figured out quickly to stay away from this guy. His "nose" for marijuana was a little too strong as his searches yielded crack instead many times. His criminal cases were weak and he was known in court as a person with little integrity on the stand. However, we never saw this guy beat anyone unconscious either...again we can claim that Savage stole our prized lawn statue of President Ronald Regan, but that wouldn't be the truth so we don't claim it. However, anyone can make a claim about anything and in our litigious climate, everything is investigated unfortunately.

Criminals frequently get charges dropped by the states attorneys office for several reasons. First is Davis Ruark (this ain't a picture of him either, we don't think) is a sad joke in office. Heres a guy that gets locked up driving drunk from ocean city, via a citizen complaint, driving a county vehicle, with a permitted handgun in the vehicle (which he is not allowed to possess while intoxicated per Maryland State Police handgun carry regulations). He took a couple of weeks off to "collect himself" and is back, with little to no damage, still the states attorney, prosecuting other poor bastards for the same crime he committed. The states attorney's office also has several assistant states attorney's working for them that are plainly incompetent and can't put on a decent trial for conviction so they loose, especially going up against "big firepower" on the defense side. Davis also declines to prosecute cases that are not beneficial for his office. Remember, he is an elected official. So if he will look bad or loose the case, he doesn't have to take it to a judge or jury!

Second, criminals get out for any number of reasons including poor prosecution, which when listing to the Osterwalder case audio was the problem, plea agreements, agreements to work with law enforcement, evidence problems, or just plain silly judges like Judge Davis who would probably let a murder out on a PBJ. So, just because a criminal doesn't get convicted of a crime or receives a short sentence this does not mean that he/she is not a piece of poop. Although not all people are guilty the vast majority of them have come into contact with the criminal justice system many, many times and are pieces of poop. People would have you think that these are poor innocent little lambs who are just grazing on life when some big, bad cop comes along and beats them half to death. Please. These are people that you would be calling the police on after they broke into your house or soiled your front steps with their beer laced urination.

Now lets move on to this kid, Aaron Osterwalder. (this ain't a picture of him, just of some other poop) Since his name has come up numerous times as the center of controversy, we checked into to this guy. Our understanding is is that his mother is actually the culprit for stirring the pot with this kid. Frankly if she raised him better, maybe he wouldn't be such a drunk. Again, Osterwalder is no saint, which his mother even admits to. Here's the criminal charges on this brain surgeon...Mostly related to booze offenses and drug offenses....His mother, Patty Osterwalder, would have you believe by her comments on various blogs, that her son is the victim of some massive police conspiracy or is the victim of a serious beating and assault by a Deputy Avnet (the video shows no such thing). Bear in mind that almost every arrest this kid has had involves booze. He received a 12 month sentence (suspended) for a drug conviction, not marijuana. In fact, in 11/2008 he just got another conviction for DUI. So, this kid is driving around drunk constantly and in possession of or using drugs while in a vehicle on our roadways, threatening your life and safety and the safety of other drivers, and your families security. Just a matter of time before this kid gets locked up yet again for being drunk while stupid.

Salisbury Man Still Waiting to Find Out
if $45 Million Maryland Brutality Lawsuit Can Go To Court

In Maryland, a Salisbury man is waiting to find out whether a judge will allow his $45 million police brutality lawsuit to go to court. Ceasar Savage says that a number of police officers beat him unconscious when apprehending him outside his mother’s Newton Terrace home in January 2007.

Savage, 37, says that he did not regain consciousness until he was in the emergency room at the Peninsula Regional Medical Center. Upon his release, police took him into custody and charged him with resisting arrest, assaulting a police officer, and a number of drug charges. According to Savage’s Maryland police brutalitycomplaint, two of the police officers that approached Savage said they were probing a reported burglary in the area. They asked for his registration and license information and asked him to step out of the car.

Savage was handcuffed while police searched the vehicle without a warrant or his consent. No drugs were found. Savage says he asked to be set free and that one police officer began using excessive force on him, busting his teeth and jaws and bruising him on the face. A Maryland jury would later find Savage not guilty of assaulting a police officer and failing to obey. They also acquitted him of assault charges. The state of Maryland dismissed the remaining criminal charges against him in May 2007.

Savage says he experienced a similar altercation in December 2007 involving some of the police officers he is now suing. All charges related to that incident where dismissed last year. Savage’s Maryland police brutality lawsuit names Salisbury City Council, Mayor Barrie Parsons Tilghman, and Salisbury police officers Tanya Ehrisman, David Underwood, Kenneth Wilson, Brian Whitman, Christopher DeVoe, Milton Rodriquez, Chad Crockett, Lisa Purnell, and James Russell. The defendants had sought to have the Maryland personal injury lawsuit dismissed claiming that the Salisbury Police Department cannot be sued.

Davis is a bum. He's been a bum for a long time. Chasing women in and out of his office.. hooking up with married women in his office. Using his power to screw girls.

The Other Davis, "Scott Free" should feel responsible for the state of our county. When he retires, the job of police will be 100% easier.
